Winfield M. "Win" Kelly Jr. (born September 2, 1935) served as the County Executive of Prince George's County, Maryland from 1974 to 1978. He had previously served as a member of the Board of County Commissioners in Prince George's County, 1970–71, the Chair of the County Council in Prince George's County, 1971–74 and is a former president, Business and Industry Advisory Council, Prince George's County School System. He later served as the Secretary of State of Maryland in the administration of William Donald Schaefer from 1987 to 1993.
