Tresorer i conseller reial, va afavorir les lleis contra els catòlics, en particular les relacionades amb els impostos i la prohibició d'exercir determinats càrrecs, mesures vigents pocs anys per la forta oposició parlamentària. Afavorí un distanciament de França (proposà fins i tot una guerra) i es guanyà enemistats entre tots els partits, fins que aconseguiren la seva destitució acusat d'obrar sense consentiment reial i de corrupció. Retornà a la vida activa amb ajuda holandesa després d'ajuda a l'esclat de la revolució en 1868 i acabà els seus dies amb una considerable fortuna. (ca)

- Thomas Osborne (20 février 1632 – 26 juillet 1712), 1er duc de Leeds, est un homme d'État anglais connu également comme Lord Danby et Marquis de Carmarthen. Il occupe différents postes dans les gouvernements des rois Charles II et Guillaume III d'Angleterre. Il est notamment Lord Trésorier (Lord High Treasurer) de 1673 à 1679. Il est le deuxième fils d'Edward Osborne (1596-1647), baronnet, et de sa seconde épouse, Anne († 1666). Son fils Peregrine Osborne (2e duc de Leeds) lui succède. (fr)
- Thomas Osborne, 1st Duke of Leeds, KG (20 February 1632 – 26 July 1712), was a prominent English politician. Under King Charles II (and known at the time as Lord Danby), he was the leading figure in the government for around five years in the mid-1670s. He fell out of favour due to corruption and other scandals, and was impeached and eventually imprisoned in the Tower of London for five years until the accession of James II of England in 1685. In 1688 he was one of the Immortal Seven group that invited William III, Prince of Orange to depose James II as monarch during the Glorious Revolution. He was again the leading figure in government, known at the time as the Marquess of Carmarthen, for a few years in the early 1690s. (en)

Leeds kom efter 1660 års restauration till hovet, beskyddades av hertigen av Buckingham, blev 1665 medlem av underhuset och gjorde sig först politiskt bemärkt genom sitt deltagande i Buckinghams anfall på lord Clarendon 1667. På den förres rekommendation blev Leeds, som 1673 upphöjdes till (skotsk) viscount Osborne, samma år riksskattmästare efter lord Clifford, fick samtidigt den titeln viscount Latimer och blev 1674 earl av .
