Richard Harold Headlee (May 16, 1930 – November 9, 2004) was a politician in Michigan, United States. He was the unsuccessful Republican nominee for Governor of Michigan in the 1982 election. He was also known as the author of the Headlee Amendment, which requires voters' approval for many tax increases in Michigan.
