Emanuel Shinwell, Baron Shinwell, CH, PC (18 October 1884 – 8 May 1986) was a British politician who served as a government minister under Ramsay MacDonald and Clement Attlee. A member of the Labour Party, he served as a Member of Parliament (MP) for 40 years, for Linlithgowshire, Seaham and Easington respectively.

Pochodził z rodziny o polsko-żydowskich korzeniach. W dzieciństwie wraz z rodziną przeprowadził się do Glasgow. Jego ojciec był właścicielem małego sklepu odzieżowego, matka pracowała jako kucharka. Shinwell był samoukiem. Pierwszą pracę znalazł w zakładzie krawieckim. W 1903 r. został członkiem Amalgamated Union of Clothing Operatives.
