Francisco Epigmenio Luna Kan (born 3 December 1925) is a Mexican politician. Francisco Luna Kan was governor of the state of Yucatán from 1976 to 1982. Born in Mérida, Yucatán, he was a practicing doctor of medicine then taught as a Professor of Medicine before first obtaining political office, at first being overseer of the state's rural medical system.

Entre 1964 y 1967 fue diputado federal en el Congreso de la Unión. Se desempeñó como senador de la República por el estado de Yucatán entre 1970 y 1976. Posteriormente ejerció el cargo de Gobernador de Yucatán entre 1976 y 1982, siendo el único gobernante yucateco de origen maya del siglo XX. Luna Kan studeerde medicijnen en was actief als dokter voor hij de politiek in ging. Hij werd in 1964 tot afgevaardigde en in 1970 tot senator gekozen, en in 1970 werd hij als Maya- gouverneur van Yucatán. Sinds de Spaanse verovering werd het gebied bestuurd door creolen van Spaanse afkomst, ook na de Mexicaanse onafhankelijkheid. Luna Kan werd gekozen voor de Institutioneel Revolutionaire Partij (PRI), wat ongebruikelijk was omdat die normaliter maar weinig indianen als kandidaat stelde.
